Tender Opportunities for Police Procurement in the North West will be advertised on www.bluelight.gov.uk
This site was initially launched in November 2004 to provide an E-Tendering solution available to all Emergency Services.
A large number of Police Authorities and Fire & Rescue Services have signed up, a list of which can be found by following the link to Member Authorities on the website.
E-Tendering refers specifically to tendering that is based, at least in part, on the use of Internet Technology. The site is a complete internet based e-tendering solution. This means that no software resides on either the procurer's or the supplier's own computers and that all exchanges of documentation are done electronically on-line.
Suppliers are recommended to register on the Bluelight Emergency Services E-Tendering System – please click on the following link www.bluelight.gov.uk. On the Home Page you will need to click on the "Register Company" link within the "Supplier Area" box on the left to start the registration process. A user guide can be obtained by clicking the link in the supplier area box. Registration is FREE and there are no annual subscription fees. Once registered your use name and password will be emailed to you.
Once registered you will be able to view and express interest in tender opportunities – not only from Police Procurement North West Forces but also other participating Authorities. You will also receive automatic email notifications from this site of any future opportunities advertised providing you complete the contract category interest section by ticking all relevant business category boxes.
When registering it is recommended that you use a generic email address e.g. email@example.com and a job title e.g. Sales Administrator rather than individual staff names and email addresses to prevent any inconvenience when staff changes occur. Please use an email address, which is regularly monitored so you do not miss out on notification of opportunities or alerts during a tender process.
To search for tender or quote opportunities, go to www.bluelight.gov.uk/opportunities (or if on the homepage for www.bluelight.gov.uk click on New Opportunities which is within the Supplier Area box on the left of the screen). On the next screen either choose the Police Force you are interested in from the drop down organisation field or leave it as "all", select the category of business or leave as "all", and enter any keywords if you wish. To view opportunities, which are currently open for expressions of interest, click search. If you wish to view future or past opportunities, you will need to tick the box before clicking search. You will then be presented with a list of opportunities, click on the blue link for the contract title to view the opportunity. To express interest you will need to login.
You are able to view current opportunities without registering by clicking the current opportunities link, however to express interest in any of the tenders or quotes, you will need to register and/or login.
In addition all contracts for goods and services with a value over the EU Threshold (see below) will also be advertised in the Official Journal of the European Union (OJEU). These can be viewed at ted.europa.eu.
